Jacob J. Smith DMD/Administration
Jacob J. Smith was born on November 23, 1962, in Rivercess County, and currently resides in Thinkers Village, Paynesville City, Montserrado County, Liberia. He is married and is blessed with seven (7) children. He currently serves as the Deputy Managing Director for Administration at the Liberia Petroleum Refining Company (LPRC).
Throughout his life, Smith has dedicated himself to public service, focusing on journalism, human rights advocacy, and government leadership. His lifelong passion has been to help deliver the dividends of democracy (the provision of basic social services to the people, helping community of people to identify, assert and demand the protection of their basic rights and dignity and to become an international civil servant).
Education
Early Work Experience
In 1987, Mr. Smith served as Jr. Supervisor in the Maintenance Department of the US Embassy (Chancery) where he prepared reports covering activities of the Maintenance Department of the Embassy.
Journalism and Human Rights Advocacy
In 1992, he became News Editor at The Mail Newspaper, where his editorial contributions significantly enhanced content quality and boosted readership.
In 1993, he joined the Human Rights Review Newspaper, under the Center for Law and Human Rights Education (CLHRE). He covered issues affecting displaced persons and reported on landmark human rights cases such as the Peter Boner Jallah vs. ECOMOG case and the Carter Camp Massacre. These investigative stories drew national attention to human rights violations and contributed to humanitarian responses from organizations like the World Food Program (WFP).
Between 1994 and 1996, Mr. Smith produced and hosted two radio programs:
These programs played a vital role in raising public awareness about civil rights and civic responsibilities, and were aired on ELBC and KISS FM.
Government and Political Service
In 1998, Mr. Smith was appointed Special Assistant to Senate President Pro-Tempore Charles Walker Brumskine, with responsibilities including office management, public representation, and coordination of support initiatives for market women and medically underserved individuals. He also supervised a Student Service Program (Student Service Corps) in the office of the Pro Tempore.
From 1999 to 2002, during Senator Brumskine’s exile life, he served as Administrative Assistant to Senator J. Thomas Woewiyu who succeeded Senator Brumskine, overseeing office operations and organizing a weekly citizens’ forum to promote community engagement and feedbacks.
In 2003, he resumed duties with Cllr. Brumskine as Office Administrator when the Counselor returned from exile and became Political Leader and Standard Bearer of the Liberty Party. Smith was later elected National Secretary General of the Liberty Party in 2011, a position he served up to 2021.
From 2013 to 2015, he served as a Media Consultant for the Liberia Decentralization Support Program under the Ministry of Internal Affairs, with support from UNDP. He spearheaded the preparation of the Program’s communication strategy and disseminated information about governance reforms. In addition to this role, he teamed up with representatives from other Ministries, Agencies and Commissions (MACs) to do feasibility study for the setting up of County Service Centers in six of Liberia’s fifteen Counties. This exercise gave rise to the deconcentration of some government services (issuance of birth and health certificates, drivers’ license, Marriage certificates, among others.) to the selected six counties.
Following the 2023 Legislative and Presidential Elections, he was appointed by President Joseph N. Boakai to serve as Deputy Managing Director at the Liberia Petroleum Refining Company (LPRC), having served both on the campaign committee of the Alliance of political parties and on the Transition Team.
National and International Engagements
In 2010, he took part in a seminar on Economic Administration for Africa in Beijing, China, where he was selected to speak on behalf delegates from Africa and other parts of the world, at a reception hosted by the Chinese Government. He was also selected by West African Countries attending the Seminar to present a paper on behalf of the Region at a symposium hosted by the Chinese Ministry of Commerce focused on the theme: Sino-Africa Economic Relations.
